Declaration of incorporation of partly completed machinery

Partly completed machinery — intended to be incorporated into other machinery — does not receive CE marking under the Machinery Regulation. It receives a declaration of incorporation and assembly instructions.

Partly completed machinery does not function on its own: it is intended to be incorporated. It therefore does not receive CE marking under the Machinery Regulation; the manufacturer draws up an EU declaration of incorporation (Annex V Part B) and assembly instructions (Annex XI).

Art. 11, Annex V Part BAnnex XI

What the manufacturer declares

The declaration of incorporation states which essential health and safety requirements have been applied and met, refers to the technical documentation (Annex IV Part B), and states that the partly completed machinery must not be put into service until the final machine into which it is incorporated has itself been declared to conform.

Not to be confused with the declaration of conformity

Affixing "machinery" CE marking to partly completed machinery is a formal non-conformity (Art. 46): it is precisely not declared as a finished machine. Which declaration applies to you turns on a single question: does the product work on its own, or only after incorporation? The EU declaration of conformity is for the finished machine.

The assembly instructions (Annex XI)

The assembly instructions describe the conditions to be met for correct and safe incorporation. They may be provided digitally and must accompany the partly completed machinery. The corresponding technical documentation falls under Annex IV Part B and is kept for at least ten years.
