Machine instructions: what they must contain

The Regulation lists the minimum information in one long list. Here it is ordered by what the reader needs it for – with the reference for each item.

In brief

  • The mandatory content is in Annex III 1.7.4; it applies to every machine, even where no other Annex III hazard exists (Annex III Part B, point 2).
  • The instructions also take account of reasonably foreseeable misuse; for consumer products, the level of knowledge of consumers.
  • Language: the one determined by the Member State, easily understood by users; the instructions must clearly describe the product model (Art. 10(7)).
  • Paper or digital is governed by Art. 10(7) – the subject of the page on digital instructions.
Annex III 1.7.4Art. 10(7)

The minimum information by group

The list sets out minimum content “where applicable”: what does not concern your machine is left out. What does concern it follows from the risk assessment.

GroupInformationAnnex III 1.7.4.2 point 1

designation of the machine as marked on it, except the serial numberb)

non-ionising radiation that may harm persons, in particular persons with implantable medical devicesw)
emission of hazardous substances: characteristics of the capture or filtration device and flow rate, concentration or efficiencyx)

What other parts of Annex III add

  • Inspections and maintenance with their intervals; where necessary wear parts and replacement criteria (1.3.2).
  • Fixing means where stability cannot otherwise be ensured (1.3.1); information on assembly errors (1.5.4); special protective devices against blockage (1.3.7).
  • Machinery for foodstuffs, cosmetics and pharmaceuticals: cleaning, disinfecting and rinsing products and methods (2.1.2).
  • Portable hand-held and hand-guided machinery: vibration values for the hand-arm system (2.2.1).
  • Mobile machinery: hand-arm and whole-body vibration values; for autonomous mobile machinery, the characteristics of the travel, working and danger zones (3.6.3).
  • Sales literature must not contradict the instructions on health and safety and must contain the same emission data (1.7.5).

Drafting rules

The instructions take account not only of the intended use but also of reasonably foreseeable misuse. For machinery intended for consumers, account must be taken of the level of general education and acumen that can reasonably be expected of such operators. Maintenance instructions for specialised personnel of the manufacturer or its authorised representative may be supplied in only one official Union language understood by that personnel (Annex III 1.7.4).

Because residual risks belong in the instructions, it makes sense to write them after the risk assessment: the third level of the Annex III 1.1.2 hierarchy – informing users of residual risks – lands right here.

Frequently asked questions

Do the instructions have to be digital?

No. They may be digital if the conditions of Art. 10(7) are met; at the user’s request at the time of purchase, they are provided on paper free of charge within one month.

In which language?

In the language determined by the Member State, easily understood by users (Art. 10(7)). Check the national rules of the country where the machine is placed on the market.

Is one manual enough for several variants?

The instructions must clearly describe the product model they correspond to (Art. 10(7)). A shared manual is possible if it is unambiguous what applies to which model.

What if the sound pressure level is below 70 dB(A)?

Then exactly that must be stated (1.7.4.2 point 1(u)). A missing value is not acceptable.

What about partly completed machinery?

Instead of instructions for use, assembly instructions under Annex XI are required (Art. 11(7)).
